Fespa is an entrance area of Cosmotower. An expansive atrium opens in three tiers up to the 21 meter-high roof. A bank, a post office, a convenience stores, clinics, restaurants, and a wide range of business facilities surrounding the atrium. Fespa also includes the WTC Hall on the 2nd floor and an FM foreign language radio broadcast station on the 3rd floor.

This grand plant is located on the underground floor to provide heat energy to surrounding buildings. This newly designed system uses the temperature of sea water to provide heat-source water for low energy air-conditioning.

The parking facilities in basement levels can hold up to 800 vehicles.
